About BYLC:

Bangladesh Youth Leadership Center (BYLC) is the country’s first leadership institute focused on empowering youth from diverse backgrounds. The organization develops leadership, employability, and entrepreneurship skills while promoting values such as integrity, empathy, and respect. BYLC connects young people to career and business opportunities to help them become compassionate and impactful leaders. Through youth empowerment, BYLC aims to contribute to a more inclusive, equitable, and sustainable society.

JAAGORON Project:

Project Jaagoron is a civic engagement initiative to be implemented in Dhaka, Manikganj, Gazipur, Chattogram, and Satkhira districts. Led by BYLC in partnership with YPSA and Agrogoti Sangstha, the project aims to empower youth to lead inclusive, rights-based local development through enhanced civic awareness, leadership, and engagement. Project activities will include forming youth groups and engaging existing YLOs, CBOs, and OPDs. These groups will receive leadership and civic engagement training and will raise awareness on civic rights through youth meetings and dialogues at the community, union, and upazila levels.

Purpose of the Course:

The course aims to equip young people with practical knowledge and skills to participate meaningfully in local governance, raise community concerns, and engage with decision-making processes. It supports JAAGORON’s goal of strengthening inclusive, informed, and youth-led civic engagement for responsive local development.

Synopsis of the Course:

“Civic Engagement (নাগিরক কণ্ঠ)” is an online course that equips young people and community members with practical knowledge and skills to participate meaningfully in local decision-making and community development. It introduces key citizen participation platforms, including Ward Shava, open budget meetings, UDCC, and standing committees, while covering basic approaches to monitoring public projects and procurement and participatory community planning. The course also explores common barriers to meaningful participation, such as elite capture, apathy, tokenism, and political dynamics.
