Purpose:
Jaagoron project is a civic engagement initiative to be implemented in Dhaka, Manikganj, Gazipur, Chattogram, and Satkhira districts. Led by BYLC in partnership with YPSA and Agrogoti Sangstha, the project aims to empower youth to lead inclusive, rights-based local development through enhanced civic awareness, leadership, and engagement. Project activities will include forming youth groups and engaging existing YLOs, CBOs and OPDs. These groups will receive leadership and civic engagement training and will raise awareness on civic rights through youth meetings and dialogues at the community, union, and upazila levels.
Jaagoron is an anticipated project. The recruitment process is ongoing now. Finally selected candidates will be onboarded after receiving the award.
The Finance and Accounts Officer is responsible for managing the organization’s financial operations, ensuring accurate accounting, and maintaining compliance with financial policies and donor requirements. The role includes budgeting, financial reporting, fund disbursement, management, audit coordination and assist management in financial planning and decision-making. The officer also maintains petty cash, preserving bills and vouchers and ensures transparency, accountability, and efficient use of organizational resources.

● Manage daily and petty cash operations, verify claims with proper documentation, and ensure timely payments and deposits
● Prepare treasury challans, obtain necessary approvals, and maintain accurate financial and vendor records
● Oversee fund disbursements, budget tracking, and variance reporting to ensure efficient financial management
● Ensure compliance with organizational policies, donor requirements, and statutory regulations, including VAT and tax updates
● Maintain organized filing of vouchers, bank statements, agreements, and other financial documents, ensuring transparency and accountability
● Support financial reporting, audits, regulatory submissions, and identify policy gaps for better implementation
● Assist in team development, guide staff on financial procedures (claims, advances, PR, ERF, etc.), and support workshops and strategic planning

Desired candidate profile:
Education:
● Graduation in Accounting & Information Systems or Finance from any reputed university with a good academic record. No 3rd division/class will be allowed
Experience:
● A minimum of one year of working experience in finance and accounts
● Experience in working in international/local NGO or donor agencies
● Professional qualification: Business or Finance background

The primary responsibility of the Monitoring & Evaluation Officer is to conduct monitoring and evaluation activities of the Jaagoron project and to support the Manager, RME at BYLC in ensuring smooth project implementation. The position holder will also document the field data, analyse the data and share key findings, lessons and knowledge with senior management for decision-making and effective project operations.

● Develop and implement an effective M&E system to capture project outputs, outcomes, and impacts
● Conduct issue-based monitoring, analyze findings, and share insights for improved project performance
● Ensure proper data management systems for accurate, reliable, and timely M&E data collection and reporting
● Lead program evaluations, analyze data, and prepare progress and evaluation reports for stakeholders
● Facilitate impact assessments, research activities, and dissemination of findings and learnings
● Identify team development needs, arrange capacity-building initiatives, and promote a positive work environment

The Project Officer will play a critical role in implementing Project Jaagoron, a multi-partner civic engagement initiative that empowers youth to lead inclusive, rights-based local development. As a Project Officer she/he will be responsible for coordinating and executing field activities, ranging from youth group formation and training facilitation to service monitoring, intergenerational dialogues, and advocacy events. The role requires close engagement with youth, local government institutions, and community-based organizations to ensure effective delivery of project outputs and outcomes.

● Form and strengthen youth groups, YLOs/CBOs/OPDs, and provide necessary training for civic engagement
● Organize and facilitate meetings, trainings, seminars, and workshops as per project targets

Ensure smooth day-to-day operations of Y-Space and deliver a high-quality client experience that supports strong space utilization and revenue generation. Manage inquiries, tours, bookings, and event coordination while maintaining facility standards, safety, and accurate operational records in line with BYLC policies and applicable regulations.

● Manage daily operations of Y-Space, ensuring opening/closing procedures, readiness, cleanliness, and safety standards
● Coordinate room bookings, desk allocations, schedules, and overall space organization
● Liaise with vendors and support teams (cleaning, IT, maintenance, security) and manage supplies/inventory
● Develop and implement the Y-Space Operational Manual, Annual Operational Plan, and monitor the Business Plan
● Serve as the primary point of contact for clients; deliver onboarding, ensure excellent service, and retain members
● Support marketing and sales conversion via on-ground outreach (60%) + digital channels (40%), collaborating with BYLC marketing
● Drive lead generation, tours, pitching, follow-ups, upselling, and support monthly/quarterly revenue targets
